Terms and refunds

Last updated October 22, 2026

These terms apply to incumbent.vote and to paid plans sold by Incumbent, LLC (“Incumbent”, “we”). By using the site or buying a plan you agree to them.

The ledger

The vote ledger is free to read. It is a curated record of key roll calls, checked against the Clerk of the House and the Senate, and it is not a complete floor history. We work to keep it accurate and list fixes on the corrections page, but the official record governs if they differ. The site is provided “as is”, without warranties of any kind.

Paid plans and licenses

  • The vote ledger and the briefing are free for everyone. Supporter, Sustainer, Newsroom, Campaign, and PAC plans include what is listed on the plans page at the time of purchase.
  • Newsroom, Campaign, and PAC licenses allow quoting the tallies and republishing tables and charts built from them, with attribution to Incumbent, in the license holder’s own publications. Campaign and PAC licenses also allow redistributing the briefing and the co-branded briefing pack, inside the campaign or to the organization’s staff, members, and donors, as described for each plan; a Newsroom license does not. A Campaign or PAC license covers only the committee or organization named on it. Its own staff, consultants, and volunteers may use it as described for the plan, but a consultant may not use it for other clients. No license allows changing the numbers or presenting them as someone else’s. The license agreement controls if this summary and the agreement differ.
  • Newsroom, Campaign, and PAC buyers accept the license agreement at checkout or on first sign-in, and each invited person accepts it when they join. The agreement is a plain-English draft pending legal review. Each version is numbered and dated; if a later version changes license rights, holders are asked to accept it before using the desk again.
  • Campaign and PAC licenses cover up to the number of people listed for the plan, the buyer included, each with their own sign-in. Sign-ins are for named people at the license holder and may not be shared or resold.
  • Newsroom, Campaign, and PAC licenses include embeddable vote cards for the sites the license holder registers, under the embed terms in the license agreement. Incumbent offers no API or alerts, and no guaranteed uptime or response time. Questions go to the contact address below.
  • Supporter and Sustainer plans and one-time gifts support the site. They never change the data. One-time gifts are not tax-deductible and do not renew.

Billing and renewal

Plans are billed in advance through Stripe, monthly or yearly as chosen at checkout, and renew automatically for another month or year at the end of each period until you cancel. Checkout shows the renewal period and price before you pay. A plan renews at the price you signed up at unless we change that plan’s price; if we do, we will email you at least 30 days before the renewal that the new price applies to, and you can cancel before then. Founding Supporters are the one exception, below. Applicable sales tax may be added at checkout. Invoices and purchase orders are available on request.

For every yearly plan, we email you 30 to 45 days before each renewal to remind you that the plan will renew, the date and price, and how to cancel. Monthly plans get a reminder once a year. At checkout you confirm, with a separate checkbox, that the plan renews automatically, and we keep a record of that confirmation.

Founding Supporter rate

  • An annual Supporter plan bought by the end of November 10, 2026 (Central time) is a Founding Supporter plan. It is marked as founding when the purchase is made, and the mark is shown on your account page.
  • A Founding Supporter keeps the $36/year price for as long as that yearly plan renews without a break. We will not raise it, even if the Supporter price goes up for others. Sales tax, if any, is separate.
  • The founding rate ends if the subscription is cancelled and the paid period runs out, or if renewal payment fails and is not fixed before Stripe ends the subscription. A new subscription after a break is billed at the price at that time. Switching to monthly billing or to another plan also ends the founding rate.
  • The founding rate covers the Supporter plan and the perks listed for it. It belongs to the subscriber and can’t be transferred.
  • Switching from monthly to yearly Supporter billing by the end of November 10, 2026 (Central time) counts as choosing yearly billing. If Incumbent stops offering the Supporter plan, the founding rate ends with it, and we will tell you at least 30 days before.

Cancellations and refunds

You can cancel online at any time with the Manage billing button on your account page (it opens Stripe’s billing page, where “Cancel plan” is available), or by writing to hello@incumbent.vote. Cancellation stops the next renewal and access continues until the end of the period already paid.

Supporter and Sustainer plans and one-time gifts: you can get a full refund of any charge, including an automatic renewal, if you ask within 30 days of that charge, for any reason. Refunding a plan charge also cancels the plan, and access ends when the refund is issued. For a Founding Supporter plan, that ends the founding rate, as described above.

Newsroom plans: you can get a full refund of a new purchase or an automatic renewal if you ask within 30 days of that charge and no one on the account has downloaded an export or briefing pack since the charge. After that, or once material has been downloaded, we refund only a duplicate or mistaken charge, or a material failure of the service that we can’t fix within 10 days of your written notice.

How to ask: email hello@incumbent.vote from the address on the account, or reply to your receipt, with the date and amount of the charge. We send refunds to the original payment method through Stripe within 5 business days of your request; your bank may take a few more days to post it. Outside these windows we don’t give partial or prorated refunds, but cancelling always stops the next renewal.

Because we remind you 30 to 45 days before every yearly renewal, and you can still get a renewal refunded for 30 days after it’s charged, you’ll always have time to decide.

Campaign and PAC licenses: you may cancel within 7 days of purchase for a full refund if you haven’t downloaded an export, printed a briefing pack, or created a scorecard. After that, fees are non-refundable except for a duplicate or mistaken charge, or a material failure of the service that we can’t fix within 10 days of your written notice. We apply this policy the same way to every committee and organization, whatever its party or position.

Same terms for everyone

Incumbent sells the same plans at the same published prices to every committee and organization, whatever its party or position. We don’t offer discounts, free access, extended payment terms, or custom work to any political committee except under a written policy that applies equally to all. We don’t share one customer’s information, choices, or scorecards with another customer.

Press access

Free press access is a Newsroom-level account for working journalists, verified by a work email. It runs through the end date shown when you request it, then ends on its own. Nothing renews and you’re never charged. It’s for editorial use under the Newsroom license terms.

Acceptable use

Don’t attempt to break, overload, or scrape the site in a way that harms it, and don’t share paid material beyond what your plan allows.

Governing law and disputes

These terms are governed by Florida law. Any dispute goes to the state or federal courts located in or serving Bay County, Florida, except that either side may bring a claim in small-claims court where it qualifies.
